If you're unable to join the same group as your friends, the raid group might be at its limit . You can still join a public group and will be matched with other players. If you see an error while trying to join a raid in person (as opposed to joining a raid remotely), make sure you are within the range of the Gym.

With a Pokémon Go Remote Raid Pass, you can do raids remotely . To participate in a remote raid, you must be able to see the gym on your map. You can find raids happening close to your location using the Nearby button. Players can also raid at gyms if they have Pokémon defending that gym, no matter how far away it is.
Use a Remote Raid Pass to enter the battle and you'll be sent to your own party select screen. The three-digit code that your friend created will automatically appear on your screen, granting you access. From here, the rest is like a regular Raid Battle.
To accept an invitation to a Raid Battle: Tapping a push notification will open the Pokémon GO app, after which you can tap the active raid invitation from the “Nearby” menu. Once you've accessed the Raid screen, you can join the lobby by tapping the “Battle” button.
Remote raid pass gives you the opportunity to invite your friends to raids in Pokemon Go . Players that have reached level 32 or up can invite friends worldwide. To bring friends into the Raid, you need to join the Raid first and then press the "plus players" icon.
Up to 10 players can join a raid remotely and, if this limit is reached, any players that try to join remotely afterwards will be placed in a new lobby.
